Nikolay PankovState Secretary / Deputy Minister of Defence of the Russian Federation
Born on 2 December 1954 in the village of Mar’yino (the Kostroma Region). In 1974–1976 he did his conscription at a border detachment of the North-Western Border District.
In 1980 he graduated from the Higher School of the State Security Committee (rus. KGB) under the USSR’s Council of Ministers and continued his military service in this institution of higher education.
After completing in 1989 full-time postgraduate study and defending his master's thesis he was engaged in teaching and research. From 1994 — the Scientific Secretary of the Academy of the RF Security Ministry (since 1995 the Academy of the Federal Security Service of the Russian Federation).
In 1997–1998 — the Chief of the Administration of Affairs of the Russian Federal Border Service.
In 1998–2001 — the Head of the Office of the Security Council of the Russian Federation.
In 2001–2004 — the Director of the Administration of Affairs, the Chief of the Main Personnel Administration of the RF Ministry of Defence / Deputy Minister of Defence of the Russian Federation on Personnel.
In 2004–2005 — the Chief of the Service of Personnel and Educational Work of the Ministry of Defence of the Russian Federation.
The Decree of the RF President of 13 September 2005 appointed him the State Secretary / Deputy Minister of Defence of the Russian Federation.
The RF Presidential Decree of 30 March 2009 has dismissed him from military service with transferring into the category of Federal Civil Servants with tenure.

Decorated with the Order of Merit for the Fatherland 4th grade, the Order of Merit for the Fatherland 3rd grade, the Order of Merit for the Fatherland 2nd grade and with Medals.
