Born on 31 December 1956 in the city of Vyshny Volochyok, the Kalinin Region (now — the Tver’ Region).
He graduated from the Suvorov Military School in the city of Kalinin (1974), Radioelectronics Higher Command School of Air Defence in the city of Pushkin (1978) and Moscow State University named after M.V. Lomonosov (1985).
From 1978 to 1998 he served in commissioned slots of the Armed Forces of the USSR and RF.
From 1998 to 2004 — the General Director of the Closed Company “Research and Development Centre “Modul”.
From July 2004 to October 2007 — the Chief of the Department of Electronic Industry and Control Systems of the Federal Agency on Industry.
From October 2007 — the Deputy Head of the Federal Agency on Industry.
From July 2008 — the Deputy Minister of Industry and Trade of the Russian Federation.
From March 2011 — the First Deputy Chairman of the Military-Industrial Commission under the Government of the Russian Federation.
By the RF Presidential Decree of 15 November 2012 he has been appointed the Deputy Minister of Defence of the Russian Federation.
