Born on 11 September 1969 in the city of Zhitomyr, the Ukrainian SSR (now — the Ukraine).
In 1990 he graduated from the Ryazan’ Higher Airborne Command School named after Leninist Komsomol, in 2008 — from the Russian Academy of Public Administration under the President of the Russian Federation.
From 1990 to 1994 he served in the Armed Forces in various command capacities. The participant of combat operations.
From 1994 to 2002 he served in formations of the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters. Repeatedly participated in humanitarian and rescue operations at all levels, both in Russia and abroad.
From 2002 to 2007 — the Assistant Minister of the RF for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters.
From 2007 — the Head of the Office of the RF Minister for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters.
From May to November 2012 — the Head of the Executive Office of the Moscow Region’s Governor.
By the RF Presidential Decree of 9 January 2013 he has been appointed the Head of the Office of the RF Defence Minister / Deputy Minister of Defence of the Russian Federation.
Personal decorations: the Order for Merit to the Fatherland 4th grade, the Order for Honour, the Order’s Medal of Merit for the Fatherland 2nd grade, the Medal of Suvorov, marked with the Gratitude of the Supreme Commander-in-Chief of the RF Armed Forces.
