Chief of the Main Mobilization Directorate of the General Staff of the Russian Armed Forces Colonel General Vasily Tonkoshkurov summed up the results of the autumn conscription campaign of 2016
Chief of the Main Mobilization Directorate of the General Staff of the Russian Armed Forces Colonel General Vasily Tonkoshkurov has held a media conference devoted to the results of the autumn conscription campaign of 2016.
Opening the meeting, the General stressed that the “conscription campaign is a weighty matter of state the implementation of which is laid upon all the executive authorities – from federal to municipal ones”.
In that context the results of the passed campaign are summed up in an extended format with the participation of representatives of the subjects of the Russian Federation and military commissioners.
This autumn 152 thousand conscripts were sent in the troops; the conscription plan approved by the Russian President’s decree was fulfilled completely.
Along with the military draft, in accordance with the Constitution of the Russian Federation, citizens were also sent to the alternative civil service. There were 352 such persons. That makes 0.2 per cent of the total amount of conscripts. It means that the majority of the young man gives preference to the military service.
Civilians were mainly sent to pass alternative civilian service in medical organizations, budgetary institutions of stationary social support, and federal postal service offices.
Vasily Tonkoshkurov noted high level of the recruitment campaign organization in Bashkortostan, Tatarstan, Karachay-Cherkessia, Altai Krai, Khabarovsk Krai, Stavropol Krai, Amur, Kirov, Kemerovo, Kursk, Lipetsk, Rostov, Tula, and Belgorod regions.
Recruits and junior specialists were delivered to the permanent location by military trains (17,200 servicemen), military transport aviation (27 flights – 5,000 servicemen), civilian airlines (248 flights – 9.500 servicemen) as well as by railway and automobile transports.
In total, about 3,000 recruitment offices were operative during the campaign. More than 1,800 representatives of public organizations and more than 13,000 physicians took part in the campaign.
According to Vasily Tonkoshkurov, the number of recruits fit for military service and fit for military service with insignificant restrictions has increased by more than 8 % in comparison with 2012, and has reached 78.3%.
In this respect, work of heads of Stavropol Krai, Lipetsk and Penza regions, in which the fitness of citizens for military service is more than 81 percent, was highly assessed.
Vasiliy Tonkoshkurov highlighted on the issues related to the recruitment of scientific companies.
Currently, 12 scientific companies have been created and are successfully operating in the Armed Forces, where 649 servicemen serve. In the course of preparation and holding of the autumn conscription campaign, 459 persons were selected for them. After all activities related to the recruitment, 293 persons from 48 universities were sent to the companies, thus ensuring their full staffing.
It was noted that after service in the scientific battalions 206 servicemen signed the contract with the Defence Ministry and were promoted to Lieutenant, the first officer rank; 76 persons continued to work at the enterprises of the military-industrial complex.
The servicemen of scientific companies took part in more than 300 R&D and 11 designed and experimental works, they received 64 patents for inventions and obtained 393 certificates for rationalization proposals.
