Deputy Defence Minister of Russia Alexander Fomin held a briefing for military attaches
Today the Deputy Defence Minister of Russia Alexander Fomin has held a briefing for military attachés and informed them about the preparation for the VI Moscow conference on international security, which will take place on April 26-27.
“The Russian Minister of Defence General of the Army Sergei Shoigu, the Russian Minister of Foreign Affairs Sergei Lavrov are going to give speech at the opening ceremony of the forum. The Secretary of the Security Council of Russia Nikolay Patrushev is also planning to participate in the ceremony. The Chief of the General Staff of the Russian Armed Forces – the First Deputy Defence Minister is to make a report at one of the plenary sessions,” said Alexander Fomin.
He has also informed the foreign representatives that the programme of the conference includes four plenary sessions devoted to the topical problems of the global and regional security. The heads of foreign military departments will present their points of view on this theme.
“The first session “Global security: challenges of the 21st century” will be devoted to the modern challenges and threats to the global security. Today it is the threat of the international terrorism. At the plenary session the focus will be put on such regions as the Middle East, North Africa, Afghanistan, which constitute the “front line” in the fight against terrorism. The issues of creation of a polycentric international system, the role of the military force in international relationships as well as different approaches to the conflict settlement will be discussed,” told the Deputy Minister of Defence.
According to him, at the second session “European security: the future and the tendencies” the main attention will be paid to the transformation of the institutes of the Euro-Atlantic security, the interaction between Russia and the NATO as well as the strengthening of the trust-building measures in the military sphere.
“The third session is titled “Asia-Pacific region: balance of interests or force confrontation?” will be devoted to security of sea routes, dialogue between military sides as a condition for stability in the region, military alliances and balance of military power and multilateral formats of cooperation in the security field,” said the Deputy Defence Minister.
At the fourth session titled “Interaction of military departments: regional aspects” the most general questions of cooperation of the military departments will be discussed: forms and methods of military cooperation, regional security issues and approaches to their resolution, the importance of military cooperation to prevent dangerous incidents.
“In addition to plenary sessions, four discussion sections have been planned. Issues of countering terrorism and radicalism in Middle East, security of informational space, missile defence and security in Central Asia will be discussed in course of the sections,” stated the Deputy Defence Minister.
Representatives of foreign military departments as well as experts of key research institutes of Europe, United States, Middle East, Asia, Africa and Latin America specializing in issues of international security will participate in the discussion. There will be former representatives of military and political leadership of their countries.
More than 700 guests, including about 500 representatives of foreign countries, are expected to participate in the conference. Ministers of Defence and military delegations from 84 countries, chiefs of 9 international organizations, and more than 130 security foreign experts have been invited to take part in the conference.
Twenty-three heads of defence departments have confirmed their readiness to arrive in Moscow. They are key partners of Russia from the CIS, Asia-Pacific region, Middle East, Latin America and Africa.
According to him, Deputy Defence Ministers or Chiefs of General Staffs will head about 15 delegations. Secretary General of the Organization for Security and Co-operation in Europe, Vice-President of the International Committee of the Red Cross, high-rank representatives of the United Nations, Commonwealth of Independent States, Collective Security Treaty Organization, Shanghai Cooperation Organization, and the Arab League.
Despite the freeze of military interaction, the invitations have been sent to all NATO member-states and the European Union as well as to the NATO’s leadership, said Alexander Fomin.
We will provide to our partners a platform for free presentation of views and exchange of opinions on various aspects of global and regional security in the presence of more than 200 Russian and foreign journalists.
The event will take place at the Congress Park of the hotel Radisson Royal in Moscow (Kutuzovsky avenue 2/1). The Russian side will provide visa support, transfers, accommodation of the official foreign delegations in a 5-star hotel for the heads of a delegation and his/her two attendants. We expect delegations to arrive in Moscow on April 25, 2017, the depart – April 27, 2017, after completion of all activities stipulated by the program of the conference, said the Deputy Defence Minister.
He also informed that along with the two-day business program of the forum, two official receptions would be organized for guests: in the evening of April 25 and 26.
"All speeches will be translated simultaneously into four official languages of conference – Russian, English, Spanish and Arabic," said the Deputy Defence Minister.
He noted that starting from March 10, the relevant information about the program and the participants of the conference, the venue, the accreditation of foreign media would be placed in a special section on the official website of the Russian Defence Ministry (www.mil.ru).
