Bulletin of the Russian Defence Ministry on implementation of the Memorandum on creation of de-escalation zones (November 3, 2017)
Control groups continue monitoring the ceasefire observation within the implementation of the Memorandum on creation of the de-escalation zones in the Syrian Arab Republic, which had been signed by the Russia, Turkey, and Iran on May 4, 2017.
Situation in the de-escalation zones is assessed as stable.
Over the last 24 hours, the Russian party of the Russia-Turkey Commission on violations of the Joint Agreement has registered 11 cases of firing in the provinces of Aleppo (8), Homs (1), Damascus (1) and Daraa (1).
The Turkish party has registered two cases of ceasefire violations in the province of Damascus.
Most cases of unselective firing from small arms have been registered in the areas controlled by insurgents of the ISIS and Jabhat al-Nusra terrorist groupings.
Humanitarian aid provided to the Syrian population
Over the last 24 hours, the Russian Centre for reconciliation of opposing sides has held one humanitarian action:
citizens of Kafr Nan, Homs province received 1.7 tons of food supplies.
Total number of humanitarian actions has reached 1,667 with a total weight of cargo delivered – 2,277.0 tons.
Over the last 24 hours, medical assistance has been provided to 104 citizens.
In total, 62,972 people have received medical aid.
Reconciliation of opposing sides
Over the last 24 hours, no ceasefire agreements have been signed.
Total number of settlements that had signed reconciliation agreements is 2, 263.
Negotiations on joining ceasefire regime have been continued with field commanders of detachments of armed opposition in the Aleppo, Damascus, Homs, Hama, and al-Quneitra provinces.
The number of armed formations, which have claimed to observe the ceasefire regime, remains 234.
