Bulletin of the Russian Defence Ministry on implementation of the Memorandum on creation of de-escalation zones (November 23, 2017)
Control groups continue monitoring the ceasefire compliance within the implementation of the Memorandum on the de-escalation zones in the Syrian Arab Republic, which had been signed by the Russia, Turkey, and Iran on May 4, 2017.
Situation in the de-escalation zones is assessed as stable.
Over the last 24 hours, the Russian party of the Russia-Turkey Commission on violations of the Joint Agreement has registered nine cases of firing in the provinces of Aleppo (5), Latakia (1) and Damascus (3).
The Turkish side has registered four cases of ceasefire violations in Aleppo (1), Homs (1) and Damascus (2).
Most cases of unselective firing from small arms have been registered in the areas controlled by insurgents of the ISIS and Jabhat al-Nusra terrorist groupings.
Humanitarian aid provided to the Syrian population
Over the last 24 hours the Russian Centre for reconciliation of opposing sides has held one humanitarian action:
citizens of Flitah (Damascus province) have received 1.7 tons of food supplies.
Total number of humanitarian actions is 1,683 with a total weight of cargo delivered – 2,303.3 tons.
Over the last 24 hours, medical aid has been provided to 164 citizens.
In total, 65,501 people have received medical aid.
The UN has delivered four humanitarian convoys to Deir ez-Zor (Deir ez-Zor province), Hashniyah (al-Quneitra), Hajmi and Al-Jiza (Daraa province). The citizens have received 239 tons of food and medical supplies.
Reconciliation of opposing sides
Over the last 24 hours, two ceasefire agreements have been signed with settlements of Hauz (Homs province) and al-Hukiyah (Idlib province).
Total number of settlements that had signed reconciliation agreements is 2, 278.
Negotiations on joining ceasefire regime have been continued with field commanders of detachments of armed opposition in the Aleppo, Damascus, Homs, Hama, and al-Quneitra provinces.
The number of armed formations, which have claimed to observe the ceasefire regime, reached 234.
