Moscow hosts Defence Ministry Board Session
Today Moscow has hosted the meeting of Defence Ministry Board Session chaired by the General of the Army Sergei Shoigu held a regular meeting of the Russian Defence Ministry.
The attendees discussed issues concerning implementation of the decrees of the President of Russia in May 2012 and 2018, and his instructions on the outcome of the meetings in Sochi. In particular, Sergei Shoigu moved to discuss implementation of plans for 2016-2020 in three military districts, and to talk about main figuresof the Defence Ministry Action Plan for 2019-2025.
First three issues on the agenda concerned action plans for 2016-2020 in Souther, Central and Eastern military districts.
Russian Defence Minister noted that rearmament programme is underway in accordance with action plan. Each military district receives up to 1,500 pieces of new and modernised armaments and special hardware every year.
As a result, we reached almost 50% of modern armaments in military districts.
Forms and types of military training are constantly improving in the troops.
Since December 1, 2017, a total of 1,832 tactical exercises have been held in Southern, Central and Eastern military districts in conditions closely resembling combat ones. The total number of exercises in Russian Armed Forces in general has reached some 4,000 events.
In September we saw the biggest drills unprecedented in its scale - Vostok 2018 maneuvers. As the Defence Minister stressed, military command and control units, troops of Eastern and Central military districts acquired experience of joint planning, defence and offensive operations together with People's Liberation Army of China and Mongolian armed forces.
Sergei Shoigu emphasized the fact that combat training is carried out closely with the CSTO and SCO state-members.
Thus, this year in August, the Peace Mission counter-terrorism command post exercise of the SCO armed forces took place in the Chelyabinsk region, and in September, the Issyk-Kul-Anti-terror - 2018 joint exercise involving troops of the Central Military District.
The Combat Brotherhood 2018 CSTO joint strategic exercises are held from October 1 to November 2 in Russia, Kazakhstan, Kyrgyzstan and Tajikistan. It is considered to the main event of command and combat training of the CSTO CRRF.
Besides, it is the first time as Ocean Shield inter-fleet drills took place in the Mediterranean Sea. The inter-fleet group was made up of the ships of Black Sea Fleet of the Southern Military District.
The Minister of Defence highlighted building up the pace of construction in the districts, to which the command attach particular importance.
In the Southern Military District, the construction of 277 buildings and structures is nearing its completion, which is 48 facilities more than planned targets.
We continue to improve promising system of the base of the Caspian Flotilla. The Caspian Bay will be equipped by the end of th year, which will significantly reduce the time for the Flotilla to reach the Caspian Sea.
It is planned to put into operation 216 buildings and facilities in the Central Military District. Thus, ten military units will get improved infrastructure.
Since the beginning of 2018, in total 205 building have been put into operation in the Eastern Military District.
"In general, implementation of activity plans this year will increase combat potential of the three military districts by an average of 15 percent," the Minister of Defence said .
Turning to the next issue on the agenda - related to action plan of the military department for 2019-2025, Sergei Shoigu said that the new draft of the Plan envisages about 50,000 measures for the development of the Armed Forces.
The Minister of Defence emphasized that most of them are aimed at rearmament of the troops, which will allow to bring the share of modern armaments and hardware to 70 percent by the end of 2020.
Moreover, the draft provides for an increase in the number of enlistees for conscription service by the end of 2025 to 475,600 people.
The Board also discussed issues related to the activities of the military scientific complex of the Armed Forces.
Research organizations conduct military-scientific support for research and development work of the state defence order. Due to this, last year they developed and delivered 206 new samples of weapons.
Particular importance is paid to development of information technology, robotics and unmanned aerial vehicle.
The research of scientific organizations is based on combat experience. New and modernized weapons are being tested in the Syrian Arab Republic. During special operation 283 samples of weapons were tested. 349 representatives of research organizations were involved.
The meeting of the Board attended by the senior members of the Armed Forces, representatives of state authorities and public organizations.
