Russian Defence Minister: conflict potential accumulated worldwide
"Nowadays conflict potential across the world tends to become higher. Frozen conflicts are intensifying. New centers of potential armed confrontation are being formed, many of which are initiated from outside, ” Russian Defence Minister General of the Army Sergei Shoigu said in his speech at the VIII Moscow Conference on International Security.
"There are still combat actions in Yemen. Condlict in Libya is entering a new phase. Tensions remain in Syria and Iraq. Terrorist groups are becoming more active in Africa. The western part of this continent is leading in the number of hijacked vessels seized by pirates, ”the head of the Russian military explained.
“Steps are being taken to neocolonial interference in the domestic affairs of sovereign states. Instability zones are expanding in areas bordering Afghanistan, ” the Russian Defence Minister noted.
According to him, in Southeast Asia, under the guise of forming a new security system in the so-called Indo-Pacific region, attempts are being made to restrain interaction of countries by creating new dividing lines.
In his speech, Sergei Shoigu paid particular attention to the behavior of the United States in the international arena.
The Russian Defence Minister stressed that “after the US’s withdrawal from the ABM Treaty, it became obvious that development of this type of weapon was aimed at undermining the deterrence potential of Russia and China.”
“Our partners, in the course of numerous negotiations, categorically denied this allegation. However, in conceptual documents, the United States formalized the anti-Russian focus of work in missile defence sphere. This once again proved our assessments of this system, ” Sergei Shoigu said.
“Today, the United States is deploying missile defence facilities outside its territory, devolving to the Allies some of the responsibilities for protecting the Continental United States from ballistic missile attacks. In fact, their allies become hostages of Washington’s adventurous security decisions,” the head of the Russian military said.
“Uncontrolled and unlimited deployment of anti-missile systems undermines trust and stimulates an arms race. This is especially true amid the US withdrawal from the INF Treaty. There are many other examples of neglecting multilateral agreements and international institutions,” the Russian Minister of Defence said.
As examples of Washington’s unfair attitude towards its international obligations, Sergei Shoigu mentioned the United States’ refusal to implement the Joint Comprehensive Plan of Action on the Iranian nuclear program, as well as “the actual disruption of the Organisation for the Prohibition of Chemical Weapons”.
In addition, Sergei Shoigu recalled that the United States repeatedly conducted operations in other countries without UN approval.
The Russian Minister of Defence emphasized that NATO tends to intensify its activity in the Black Sea and the Baltic region.
"Practical actions of the alliance - whether it is development of military infrastructure near the Russian borders or increased activity in the Black and Baltic seas - lead to increased tensions and require an adequate response from the Russian side," said Sergei Shoigu, assuring at the same time that "retaliatory measures will be taken in time, and not necessarily by symmetrical actions. ”
