…in the first half of the 1950s. In extremely short period, the first Soviet models of electronic computers were designed and became operational. The Navy played a crucial role in conversion of new devices. The Navy Computer Service Bureau was established in 1955, due to the decree of the USSR Council of Ministers.
As time passed and new objectives appeared, enormously rapid development of the Soviet Navy and its control command, caused the reorganization of the Navy Computer Service Bureau into the 24th Research Institute in March, 1961. Research on automatic control regulations at various levels became the major objective of the newly reformed Institute. Furthermore, research on marine operations emerged as a new direction, concentrated on using mathematical models and developing methods of computer aids application for carrying out operational and strategic tasks.
After military and strategic parity was achieved, a new serious problem appeared in the mid-1970s: the necessity of the Navy development as a unified command authority seemed doubtful.
In 1983 the 24th Research Institute took the main place among the Navy organizations, focused on the following issues: operational and strategic research on the Navy development, research on automatic control regulations, and design of the ICS special software (onshore and ship-based systems included).
In 1989 the 24th Research Institute of the Navy was designated as the 24th Central Research Institute of the Ministry of Defence (Russian abb. 24TsNII MO RF).
Refinement of various control systems made the unification of all the Navy research centers on operational control and communications necessary. In 1998 the 14th and 34th Research Institutes were separated from the 24th Central Research Institute of the Ministry of Defence as its structural units.
At present, the 24th Central Research Institute of the Russian Defence Ministry is comprised of three research centers: the Research Center on the Navy Development and Strategic issues, : the Research Center on the Navy Communications, the Research Center on naval radioelectronic warfare.
The main objective of the 24th Central Research Institute of the Russian Defence Ministry is to accomplish the programme on naval development, designed for proving the RF status of the sea power.
