List of ranks and positions: order of promotion
Ranks on federal state civil service are provided by the Federal Law On state civilian service in the Russian Federation №79 of July 27, 2004 and by the provision on promotion order of civilian employees’ ranks, approved by the RF President’s Decree №113 of February 1, 2005.
By the article 11 of the Federal Law On state civilian service in the Russian Federation №79 of July 27, 2004 the following ranks, appropriate to the specific groups of federal state civil positions, are established:

Civilian employees are promoted with specific ranks personally, in promotion order, according to the substitute position within federal state civil service and appropriate group of positions, considering level of professional competency, length of civil service while holding the substitute position or previous one.
Civil rank could be promoted for the first time as «the 1st civil rank» in case of civilian employee has never been on federal state civil service before, or in promotion order.
Civilian employees have never been on federal state civil service before, are promoted with civil rank on the base of qualification exam results, as a completion of probationary period, or in three months after enrollment into federal state civil service.
Specific terms are approved for civilian employees, doing federal state civil service, in order to get the promotion:
