Born on 1 January 1957 in Krasnoyarsk.
In 1978, he graduated from the Alma-Ata Higher Combined-Arms Command School and served in command in the Group of Soviet Forces in Germany and the Far Eastern Military District.
After graduation in 1990 from the Military Academy named after M.V. Frunze, P. Popov served as the chief of headquarters / deputy commander of civil defence regiment in the Central Asian Military District, the commander of civil defence regiment, the First Deputy Chief of the East Siberian Regional Centre of the Russian Emergencies Ministry.
From 1996 to 2004, the Chief of the East Siberian, Siberian Regional Centres of the Russian Emergencies Ministry.
From 2004 to 2008, the Chief of the Civil Defence Academy of the Russian Emergencies Ministry.
From 2008 to 2013, he was the RF Deputy Minister for Civil Defence, Emergencies and Elimination of Consequencies of Natural Disasters.
The Decree of the Russian Federation’s President of 7 November 2013 appointed him as the Deputy Defence Minister of the Russian Federation.
Awarded the Orders of Service to the Homeland in the USSR Armed Forces 3rd grade, of Military Merit, the Medal of the Order of Merit for the Fatherland 2nd grade, other Medals.
