Bulletin for Centre for the Reception, Allocation and Accommodation of Refugees (July 18, 2018)
I. Return of refugees
Over the past day, 335 civilians have returned to their homes, including 92 women and 137 children:
42 people (including 11 women and 21 children) from Jordan to Daraa via the Nasib border control point;
293 civilians (including 81 women and 116 children)from Lebanon to Falita, the province of Damascus, via the Semnani border control point;
178 civilians (including 56 women and 73 children), returned to the province of Daraa from the South-Western de-escalation zone through the Kaffer Shams control point to their relatives.
Due to 27 June, 44 779 people came from the South-West zone, including 826, which hosted in Gebab (321 people) and Rsas (505 people) refugee camps.
856 internally displaced persons (including 245 women and 373 children), arrived in industrialized areas through internal migration.
Aleppo – 261 (74 women and 96 children), Hama – 84 (28 women and 41 children), Homs – 57 (11 women and 24 children), Tell-Rifaat– 29 (9 women and 14 children), Al-Bayda– 43 (11 women and 24 children), Damascus – 382 (112 women and 174 children).
About 3,000 Syrians have expressed their desire to return to the settlements of the West Qalamun area from the Arsal refugee camp in Lebanon in the next few days.
Through the Russian Foreign Ministry, embassies of the countries (36 States), in whose territories Syrian refugees are located, received instructions on specifying the number of migrants, including those wishing to return home, the order of their return.
Only on the territory of Syria (from January 2018), 101 641 people, including 37 521 women and 48 282 children, returned.
II. Cities, ready to receive refugees
336,500 places have been prepared for the reception and accommodation of refugees in the cities of the Republic, including:

III. Rehabilitation of infrastructure
Repair of two schools in Hsham and one school in As-Tabiya, the province ofDeir ez-Zor completed over the past day. In addition, two houses (for 12 and 6 people respectively) have been renovated and settled in these settlements.
The Talbisah road, Al-Rastan, in the province of Homs, 10 km long, is in operation. In these settlements, the work on clearing the heap made by 40% and 92% for the reconstruction of road lighting.
Water and electricity supply has been recovered in Al-Cabas, in the province of Damascus.3 km of roads and 2.8 km of power lines have been repaired.
Installation of main power line supports along the section of Homs, Hama road has been launched. 3 bents installed.
In total, there are in the Syrian Arab Republic:
88 medical and 213 educational institutions have been restored;
244 km of roads, 176 km of power lines and 73 electrical substations have been repaired.
Over the past day, an assessment of the state of infrastructure, socially significant objects, residential areas and the availability of stocks of building materials and materials in nine cities was performed:
Quneitra, Hsham and Tabiya (the province of Deir ez-Zor);
Alhavaek, Hanano, Fadjun (the province of Aleppo);
Talbisah, Al-Rastan (the province of Homs);
Al-Kabas (the province of Hama).
To improve living conditions, meet the priority needs of Syrian citizens, complete the reconstruction of social infrastructure must be put in settlements:
Hsham – finishing and roofing materials to complete the repair of two schools, two water pump stations;
Tabiya – finishing materials for interior finishing of one school, one water pump station;
Fadjun – bakery equipment, building materials for the rehabilitation of two schools;
Alhavaek – bakery equipment, two running kilometers of sewer pipes, construction equipment for pipe laying;
Talbisah, Al-Rastan – construction equipment for clearing blockages, material means for restoration of power supply;
Al-Kabas – building material for the repair of three schools and the reconstruction of the bakery, construction equipment for clearing debris, garbage removal.
IV. Humanitarian aid provided for the Syrian population
During the day, two humanitarian actions in the settlements of Abu-Driha, the province of Aleppo, and Tafas, the province of Daraa) were held. 1 156 food packages with a total weight of 4.7 tons were distributed.
94 tons of humanitarian cargo, of which 30.8 tons (including 10.8 tons – sunflower oil, 10 tons – rice, 10 tons – buckwheat) were transferred to the Armenian Apostolic Church in Aleppo, delivered from Armenia to Syria. Yesterday, a humanitarian action was held to issue the assistance received in the Armenian quarter of the city.
Charity event for the results of one ton of bread to the inhabitants was held in the district of Al-Ansari in Aleppo by representatives of the Fund named after A.Kadyrov.
Total number of humanitarian actions by the Russian Centre for Reconciliation of Opposing Sides is 1,869, with a total weight of cargo delivered – 2,802.26 tons.
The tasks of demining the area and facilities in Tell-Tahun, Talbisah, Kaffer-Laha, the province of Homs, were performed by the engineering forces of the Armed Forces of the Syrian Arab Republic. 38 explosive objects, including 9 improvised explosive devices, were found and destroyed.

VI. Organizational arrangements for the reception of refugees
The committees for national reconciliation designed for reception, distribution and placement of refugees in provincial centres, whose task is the assessment of infrastructure needs for material supplies and hardware for recovery, coordinate and solve organizational and social issues of the IDPs.
A set of buses for the transportation of refugees has been set up in each province by private transport companies.
The establishment of the colon is carried out at the request of the national reconciliation committees.
Coordination of all activities aimed at controlling the return of refugees, the preparation of accommodation, reconstruction of infrastructure, the conduct of humanitarian operations performed by the Centre for Refugee Reception, Distribution and Settlement in close cooperation with the Ministries of municipal administration and environment, health, energy of Syrian Arab Republic and the committees on national application of the provinces.
