Bulletin for Centre for the Reception, Allocation and Accommodation of Refugees (July 20, 2018)
I. Return of refugees
Over the past 24 hours, 335 refugees (including 92 women and 137 children) have returned from other countries to the Syrian Arab Republic. 293 Syrian (including 81 women and 116 children) came through the Zemrany control point from Lebanon in Falita (province of Damascus), 42 refugees (including 11 women and 21 children) - Nasib control point on the Syrian-Jordanian border in Daraa.
353 civilians, through the Kaffer Shams control point - 309 (including 84 women and 107 children) and Al-Kunia - 44 people (women - 16, children - 23) were came from the South-Western de-escalation zone.
The return of refugees through the control point during the day
Only from 27 June 2018, 45 434 people, of which 6 255 placed in Gebab and Rsas refugee camps, left the South-Western area of de-escalation.
Currently, 1 081 people (women - 325 children – 549) are in the Gebab and Rsas camps. 211 and 138 Syrians respectively arrived in the camps for the day.
6 100 people, including 1,418 women and 3,542 children (from 4 March – 24,833 Syrians, 3,737 pieces of hardware, 41 468 heads of cattle) were exported to the Jibrin refugee camp (province of Aleppo) from FOIA and Kaffer-Haya of Idlib areas of de-escalation by 95 buses.
Through the control point in the area of Salhiyah, the province of Deir ez-Zor, seven people returned to the territory controlled by government forces (December 4, 2017 - 46 761 people).
958 internally displaced persons, including 287 women and 488 children, returned to their places of permanent residence in Aleppo, Hama, Damascus and other cities.
Seventeen families (156 persons) moved into the restored houses in Eastern Ghouta, Hsham and Tabiya (the province of Deir ez-Zor).
Return of refugees to settlements per day
6 905 685 registered Syrian refugees, including 2 071 706 women and 3 521 899 children, continue to live in the territories of 45 countries.
It is estimated that more than 1.7 million Syrians have expressed a desire to return home from eight countries (Lebanon - 890 000, Turkey - 300 000, Germany - 175 000, Jordan - 150 000, Iraq - 100 000, Egypt - 100 000, Denmark - 400, Brazil - 150).

Quantitative data of the High Commission of the United Nations for refugees, regarding the presence of Syrian citizens in these States, confirmed from 45 embassies of the Russian Federation in foreign countries where there are Syrian refugees (Hungary, Czech Republic, Slovakia, Luxembourg, Malta, Bosnia and Herzegovina, Slovenia).On the territory of these countries, there are - 3 245 Syrians (Hungary - 50, Czech Republic - 40, Slovakia - 40, Luxembourg - 665, Malta – 1 300, Bosnia and Herzegovina - 700, Slovenia - 460).
Through the Russian Ministry of External Affairs, Embassies and missions of the Russian Federation in countries with a large number of registered citizens of Syria, instructions on the submission of daily reports are given on issues related to the return of Syrians to their motherland.
101 976 people (women 37 613 children 48 419) returned on the territory of Syria from the foreign States (from January 2018).
II. Cities, ready to receive refugees
336,500 places have been prepared for the reception and accommodation of refugees in the cities of the Republic.

III. Rehabilitation of infrastructure
For the past day, 17 houses (Hsham - 3, Tabiya - 2, Eastern Ghouta - 12) restored.
On the section of the highway Talbisah, Al-Rastan (9.5 km), the province of Homs, work on the installation of the inter-band delimiter continues (readiness is 85%). The restoration of road lighting is completed, the work is completed by 97%.
Installation of main power line supports along the section of the Homs, Hama road continues. Six bents are established, in a day - two.
Only on the territory of the Syrian Republic:
89 medical and 213 educational institutions have been restored;
245 km of roads were repaired, 179 km of power lines were laid, 74 power substations were put into operation.
Over the past day, an assessment of the state of infrastructure, socially significant objects, residential areas and the availability of stocks of building materials and materials in six cities was performed:
Quneitra, Hsham and Tabiya (the province of Deir ez-Zor);
Hanano (the province of Aleppo);
Talbisah (the province of Homs);
To improve living conditions, meet the priority needs of Syrian citizens, complete the reconstruction of social infrastructure must be put in settlements:
Hsham, Tabiya - construction, finishing materials and equipment for the restoration of buildings of three schools, the construction of two new water pumping stations, four dump trucks for garbage collection, two ambulances;
Hatla, Quneitra, Hanano - three excavators and three bulldozers for excavation and clearing of debris, two step-down transformers to restore power supply, 137 supports of power lines, equipment for two water pump stations and five bakeries, three fire trucks.
IV. Humanitarian aid provided for the Syrian population
650 food packages with a total weight of 2.8 tons were distributed in Salhiyah, the province of Deir ez-Zor.
Analysis of the delivery of humanitarian assistance per day (т)
Total number of humanitarian actions by the Russian Centre for Reconciliation of Opposing Sides is 1,871, with a total weight of cargo delivered – 2,807.86 tons.
Charity event to give citizens one ton of bread was held and targeted assistance was provided to 15 families of the fallen soldiers of the Syrian Arab Republic by representatives of the regional Fund named after A.Kadyrov in Aleppo.
Primary health care is provided 52 citizens, including 19 women and 24 children, of Hatla and Salhiyah, the province of Deir ez-Zor.
In total, Russian military doctors provided medical assistance to 85,980 residents of the country.
Engineering units of the Syrian Arab Republic continued to perform the task of demining the area and objects in Al-Rastan, Al-Gasbia, Kaffer-Laha, the province of Homs. 4.3 hectares of the territory were cleared, 33 explosive objects were found and destroyed, including 13 improvised explosive devices.
161.3 hectares cleared 5 715 explosive subjects are found and destroyed, including 1 907 improvised explosive devices in Homs province.
VI. Organizational arrangements for the reception of refugees
The committees for national reconciliation designed for reception, distribution and placement of refugees in provincial centres, whose task is the assessment of infrastructure needs for material supplies and hardware for recovery, coordinate and solve organizational and social issues of the IDPs.
Squad of the buses of private transport companies contains in readiness for the transportation of IDPs, the formation of the colon is performed at the request of the committees for national reconciliation (in the province of Aleppo, a convoy of 95 buses transported 6 100 people).
Coordination of all activities aimed at controlling the return of refugees, the preparation of accommodation, reconstruction of infrastructure, the conduct of humanitarian operations performed by the Centre for Refugee Reception, Distribution and Settlement in close cooperation with the Ministries of municipal administration and environment, health, energy of Syrian Arab Republic and the committees on national application of the provinces.
