A meeting of the Board of the Russian Defence Ministry was held at the National Centre for Defence Control of the Russian Federation under the leadership of the head of the military department, General of the Army Sergei Shoigu.
Starting work, the Minister of Defence proposed to consider the issue of improving the system of military education and military training of students of civilian universities.
Sergei Shoigu recalled that in his message to the Federal Assembly, the President of Russia stressed the importance of developing military education - both on the basis of military universities and on the basis of military training centers.

The second issue on the agenda of the meeting was the results of the implementation of the current state armament program and proposals for the formation of a draft state defence order for 2022 and for the planning period 2023-2024.
"Despite the restrictions due to the coronavirus, the rise in prices for raw materials, we managed to achieve the planned indicators for the development of the army and navy weapons systems," General of the Army Sergei Shoigu stated.
According to the Minister of Defence, as part of the implementation of the state armament program from 2018 to 2020, more than 20 thousand basic weapons, about two million pieces of equipment and support equipment, as well as about 600 thousand ammunition and weapons of destruction were delivered to the troops.
"At the same time, the difficult military-political situation in the world and the increased activity of NATO countries near the Russian borders dictate the need for further qualitative development of the Armed Forces—" the head of the military department noted. "Our priorities include increasing their combat capability, maintaining the combat readiness of nuclear forces and strengthening the potential of non-nuclear deterrence forces."
The Minister of Defence added that during the meeting it will be heard how tasks are being solved in terms of equipping with high-precision weapons, effective means of destruction, modern weapons and equipment.

Then Sergei Shoigu invited the participants of the meeting to discuss the state of law and order and military discipline in the Armed Forces.
As the Minister of Defence noted, the purposeful work of commanders and their deputies made it possible to minimize the number of crimes and incidents in the army and navy.
The results of sociological research show that a healthy socio-psychological climate has developed in military collectives, traditions of friendship and military comradeship have been formed. In general, military personnel are confident in their colleagues and declare the trusting nature of interpersonal relationships. The moral, political and psychological state of all categories of military personnel is assessed as high.
Sociological surveys and the attitude of civil society show an objective assessment of the activities of the Armed Forces. Today, serving in the army for most young people has really become an honorable duty.
According to opinion polls, more than 90% of citizens are confident that the Armed Forces are able to protect the country, about 88% are proud of the army. Two-thirds of parents want their sons to serve in the army, more than half consider it a school of life.
"We must do everything possible to preserve a positive image of a serviceman in society. Today we will determine measures to further strengthen military discipline, maintain the moral, political and psychological state of the troops at a high level," the head of the military department said.

At the end of the meeting, the list of capital construction projects of the Ministry of Defence of Russia for 2022 was considered.
"The balanced development of all types and branches of the Armed Forces, the pace of rearmament of the army and navy are inextricably linked with the availability of modern supporting military infrastructure," Sergei Shoigu said.
In this regard, according to the Minister of Defence, the main efforts of the military construction complex this year were focused on the creation of facilities for nuclear deterrence forces and means, locations for incoming weapons, as well as on improving the airfield network, the naval basing system and the infrastructure of the Arctic grouping.
Thus, the mine launchers of strategic missile systems in the Kaluga and Orenburg regions have been put on combat duty.
The events continue in Novosibirsk, Yoshkar-Ola, Nizhny Tagil, Irkutsk, Teikovo and Uzhursky units of the SMF.
As part of the deployment of the unified space system, the second stage of construction of the facilities of the western modernized command post has been completed for its transfer to trial operation.
In Kaspiysk, the Northern protective pier of the basing point has been built to accommodate the main combat personnel of ships and vessels of the Caspian Flotilla.
At the same time, the construction of coastal infrastructure facilities and engineering systems of the base point in Vilyuchinsk, berths in Baltiysk is being completed.
The list of capital construction projects for 2022 is formed in accordance with the construction plan of the Ministry of Defence for 2019-2025, the state armament program for 2018-2027 and the state defence order.
At the same time, the targeted infrastructure tasks of military districts, types and branches of the Armed Forces are taken into account.
"In order to synchronize the supply of new types of weapons, which are being carried out at a faster pace, and the construction of supporting infrastructure, it was decided to attract credit funds through the support bank for general contractors, organizations that are engaged in construction, in the amount of 82 billion rubles," the head of the military department said. "This will allow us to quickly deploy work at key special-purpose facilities for the activities of the state armament program for 2018-2027."
